First summit on rule of law construction in the private economy held in Beijing
The first Summit on Rule of Law Construction in the Private Economy was held in Beijing on May 17.
Supported by the United Front Work Department (UFWD) and the Political and Legal Affairs Committee under the CPC Central Committee, the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Public Security and the Ministry of Justice, the summit was held by the All-China Federation of Industry and Commerce (ACFIC) themed with the construction of rule of law in private economy, aimed at making a platform to optimize the developing environment for society.
Xu Lejiang, vice minister of the UFWD and secretary of the party leadership of and executive vice chairman of the ACFIC, presided the summit, where he announced instruction of Guo Shengkun, member of the Political Bureau and secretary of the Political and Legal Affairs Committee of the CPC Central Committee.
Gao Yunlong, vice chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and chairman of the ACFIC, made a keynote speech.
Fu Zhenghua, minister of justice, Yang Wanming, vice president of the Supreme People's Court, Wan Chun, deputy director of the procuratorial committee of the supreme people's procuratorate, and Meng Qingfeng, vice minister of public security, delivered keynote speeches.
Representatives of private entrepreneurs Liu Chuanzhi and Zhang Wenzhong also addressed around the theme of the summit.
Gao said holding the summit was an important step to promote private economy getting into the high quality development track with modernized conception. And the ACFIC would make more efforts in helping improve private economy and the relevant social environment.
He said that socialist economy was in line with rule of law in nature, which was also the best business climate and a strong guarantee for the smooth and long-term development of private economy.
Promoting rule of law in the country, building a law-based economy, and modernizing China's governance system and capacity rely on the roper rule of appropriate law, on the awareness of abiding by the law, and on concerted efforts from all members in society, according to Gao.
He stressed four major appeals -- the first was about nurturing social awareness of law-based economy especially at grass-root level in tackling individual problems or contradictions; the second was about building rule-of-law enterprises that learn and abide by the law and regulations so as for a steady and sustainable development; the third was about improving law service including feedback channels so as to better protect the legal interest of private enterprises and entrepreneurs, making them feel justice in each case; the last but not the least was about constructing a law-based environment in which efforts should be channeled more to the “last one mile” in terms of the implementation of related laws and regulations.
On the summit, 15 entrepreneurs made a joint proposal towards private enterprises on “upholding the spirit of the rule of law, upholding integrity and law-abiding business practices, enhancing the quality of the rule of law, respecting law and its enforcement, fostering a culture of the rule of law, encouraging enterprises to recognize the value of development, sharing the principal responsibility, and building a new type of close-and-clear relationship between government and business”.
The entrepreneurs joining the appeal include Liu Chuanzhi, chairman of Lenovo Holdings, Ma Huateng, board chairman of Tencent, Liu Yonghao, chairman of New Hope, Ye Qing, chairman of Beijing Yeshi Enterprise Group, Li Shufu, chairman of Zhejiang Geely Auto, Nan Cunhui, chairman of Chint Group, Huang Li, chairman of Wuhan Guide Infrared, Shi Guilu, chairman of Shaanxi Rongmin Holding Group, Li Yanhong, chairman and CEO of Baidu, Zhou Haihong, board chairman of Hodo Group, Xu Guanju, chairman of Transfar Froup, Wei Lihua, president of Junlebao Dairy, Zhang Yansen, chairman of Gou Bu Li Group, Mao Yonghong, board chairman of Baibuting and Zhang Wenzhong, founder of Wu Mart.
The Ministry of Justice released a report on the examination of rule of law in private enterprises on the summit. Some representatives of government, local federations of industry and commerce, entrepreneurs and experts exchanged on building a law-based market environment and shaping rule-of-law enterprises.
More than 200 people attended the summit including leaders and department directors from the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Public Security, the Ministry of Justice, the Ministry of Human Resources and Social Security and the ACFIC.
During the summit, the ACFIC’s legal services and labor relations committee held a plenary meeting and a meeting on the work on ACFIC providing legal services.
