General Office

The General Office’s main responsibilities include internal and external liaison and coordination; drafting, processing and forwarding incoming and outgoing documents and correspondences; handling issues related to archives, letters and visits, confidentiality, security, reception, and shift arrangement; overall planning and organizing of major conferences; ACFIC head office finance, audit, and state assets management and supervision, as well as state assets management and supervision of the institutions and enterprises directly under ACFIC; formulation of ACFIC head office rules and annual work plans; editing and publication of ACFIC office journals; ACFIC head office infrastructure construction.

Department of Research   

The department of Research is responsible for research and consultancy on the theories and policies regarding the non-public economy and the work of federations of industry and commerce; drafting documents for major conferences and important speeches for ACFIC leaders; organization and coordination of ACFIC’s proposals to and speeches at the Chinese People’s Political Consultative Conference; organization, coordination and implementation of investigation and research on major subjects; research on the history of federations of industry and commerce and collection of information on ACFIC local chapters; organization and coordination of the ACFIC Political Participation and Consultation Committee.

Department of Membership   

The Department of Membership is responsible for ACFIC membership recruitment, administration and service; maintaining close contact with the non-public economy personages, and making related information collection and inspection, as well as political arrangement and recommendation; organizational construction, supervision, administration and guidance for national social groups, ACFIC direct chambers of commerce and members; issues related to construction of the ACFIC Standing Committee and Executive Committee; organizational issues related to ACFIC collective leadership changes; selection and organizational work related to the National Award of Outstanding  Contribution to Socialist Construction to Non-public Economy Personages; maintaining close contact with local and grassroots federations of industry and commerce and providing advice on their organizational construction; and the organization and coordination of the ACFIC Organizational Committee.    

Department of Publicity and Education    

The Department of Publicity and Education’s main responsibilities include media relations and news service of the federations of industry and commerce; supervision and guidance regarding the professional work of the news organizations directly under ACFIC; research on, formulation and implementation of the social duty rating mechanism for private enterprises; promoting, strengthening and improving the ideological and political work among non-state economy personages; general planning and coordination of training for ACFIC officials and non-public economy personages; promoting corporate culture in non-state economic entities; and organization and coordination of the ACFIC Publicity and Training Committee.  

Department of Economic Service    

The Department of Economic Service’s main responsibilities include economic service for non-state enterprises; investigation and research on non-state enterprises; assisting the government with investment and business attraction, economic and trade exchange, regional economic cooperation, overseas business cooperation involving private enterprises; directing the economic service work of local federations of industry and commerce; and organization and coordination of the ACFIC Economic Committee.    

Department of Poverty Alleviation and Social Service    

Also known as the Department of Guangcai Program, the Department of Poverty Alleviation and Social Service’s main responsibilities include organizing and propelling the participation of non-public economy personages in the China Guangcai Program, in poverty alleviation and development efforts in the country’s former revolutionary bases, settlement of ethnic minorities, border areas, and poor areas, in job creation, and causes of social and public benefit; fulfilling ACFIC’s obligations of intellectual support for border areas, and poverty alleviation in designated areas; maintaining contact with and providing advice to local federations of industry and commerce regarding new rural construction and other above tasks; and handling the daily issues of the ACFIC Poverty Alleviation Work Leading Group Office, and the organization and coordination of the ACFIC Poverty Alleviation Committee.    

Department of International Liaison  

The Department of International Liaison is responsible for liaison service in the exchanges and cooperation between ACFIC and overseas business and social groups and international organizations; organization and service for ACFIC’s outbound group visits as well as the reception of inbound visits of overseas groups; ratification concerning foreign and diplomatic affairs, handling procedures for outbound visits, and management of passports for outbound visits; assistance and service for local federations in international liaison; supervision and management of exchanges and cooperation between ACFIC members and overseas chambers of commerce and international groups; and administrative service for ACFIC members’ overseas conferences and business activities.

Department of Legal Affairs   

The Department of Legal Affairs is responsible for formulation and amendment of relevant laws and regulations on behalf of ACFIC; providing legal consultancy service for ACFIC members and safeguarding their legitimate rights and interests; investigation and research on legal subjects related to the non-public economy and the work of the federations of industry and commerce; assisting relevant authorities with promotion of legal education among the general public; liaising with and advising local federations of industry and commerce regarding their legal service; and organization and coordination of the ACFIC Legal Committee.   

Department of Human Resources/ CPC Committee  

The department is responsible for work related to the CPC-masses relationship and human resources of the ACFIC head office and institutions and enterprises directly under ACFIC; and issues related to retired staff of the head office.
