FICs Match-make Poverty Alleviation Partnerships

26,500 private enterprises have registered with the “10,000 Enterprises Assist 10,000 Villages Program” by end of 2016, channeling various kinds of targeted poverty alleviation assistance to 3.8864 million registered poor people in 24,600 rural villages across China.

Since the Program was launched in 2015, enterprises’ participation has led to 38.252-billion-yuan investment in industrial development projects and 8.298-billion-yuan investment in public benefit projects in those areas, with 307,600 jobs created and 316,300 people undergone vocational skill training.

ACFIC has been urging enterprises to explore greater efficiency and quality of industrial-development-based poverty alleviation through stricter targeting, for example, dovetailing their unique advantages with local conditions, placing specific assistance resources and instruments into the right hands, and cultivating talented local leaders and long-term, win-win partners.  

Curator of Land

Heeding the call of the local government, and with organization by the local FIC and the United Front Work authorities, Shandong Xingcang Logistics Group Co., Ltd, a 200-strong enterprise with registered capital of 200 million yuan and diverse businesses ranging from industrial real estate and construction engineering to eco-agriculture, assets management, and energy development, has partnered with Liji Village of Juntun Township of Shandong Province since 2016.

Considering the fact that most of the local poor households lack work force, the company contracted to manage 2,000 mu of land of the Township’s seven villages, including Liji Village, at the starting renting price of 950 yuan per mu in 2015.

So far, it has arranged several types of farming positions for 1,550 poor family members living on the land, and helped 156 of them rise over poverty, with each earning a monthly wage of over 1,000 yuan.  

With a poverty alleviation fund of 300,000 yuan, Liji Village and the company agreed in 2016 to co-build green-house tents and that the latter must return no less than 40,000 yuan as bonus to the village’s poor families each year within eight years.

Currently, 150 yuan of proceeds has gone to each of the 96 members of Liji’s 48 poor households, and the company is giving technical training and guidance to those with working ability.

Under a business model of “enterprises+ professional cooperatives+ farming bases+ farming households”, the company has offered poor villages with assistance regarding industrial development plan formulation, technological support and marketing information, as well as finance. It has set aside a special fund to reward children from poor families who are going to high schools or universities.

With 2,000 mu of land, 28 contracted employees, and 10 green-house tents, 1 super-sized and 10 medium-sized arch tents, and cold storages and warehouses, the Shandong Jining Fengze Agro Technology Ltd., a subsidiary under Xingcang Logistics Group, is now up and running with seed cultivation, vegetable farming, processing, storage and marketing operations.

It has signed technological cooperation agreements with Shandong Agricultural University, Shandong Province and Jining City Agricultural Academies of Sciences, and has been conferred a number of official honorary titles, such as Shandong’s vegetable and grain industrial technology demonstration base.

For Better Future Life

The top leaders of Zhumadian City of central China’s Henan Province vowed to improve its business environment to achieve a comprehensive linkup with the industrial development of the Beijing Genomics Institute and attract public benefit projects to land in Pingyu and Miyang Counties during a meeting with visiting Henan Federation of Industry and Commerce Chairwoman Liang Jing and the BGI’s Henan Province Director Zhang Hui on May 6 and 7.

BGI, which was founded in 1999 with the vision of using genomics to benefit mankind and has since become the largest genomic organization in the world, has offered to invest over 20 million yuan in each of the two counties for free scar-free prenatal gene testing and screening on local pregnant women.

At a meeting with the counties’ finance, medical, healthcare, civil affairs, and poverty alleviation authorities and FIC officials, Liang expressed hope that implementation of the projects can prevent poverty induced by birth of handicapped-newborns into the family.

She also urged tightening all-around cooperation with BGI to drive the local health industry and assist the local poverty alleviation efforts.

A townload of potatoes

Through the match-making of the Baiyin City and Huining County FICs of western China’s Gansu Province, the Xinyuan Township, famous for its rich black soil and good-quality potatoes, has set up a potato farm jointly with the Huining County-based Liuhe Potatoes Development Ltd., to support poor households to develop the potato business.   

With a total investment of 1.2 million yuan, the potato farm has built 150 high-standard plastic tents over 100 mu of land and provided high-quality toxic-free seeds and dripping-tube farming technology to the local poor for free.

The business model based on “organization by the government, agro production base construction by leading enterprises, potato buyout by enterprises, and intensive and on-scale farming and management by poor households” is expected to lower the risks of natural disasters and market volatility.

Each tent is expected to produce two harvests each year with annual output value of 6,000 yuan.

With the leadership of talented farmers, the motivation of leading enterprises, and the demonstration of cooperatives, a potato farming cluster that consists of three seed potato cultivation villages, three merchandise potato farming demonstration villages and two aboriginal seeds cultivation villages is finally taking shape in the town.
