Xu Lejiang Researches Liaoning Non-Public Economy

United Front Vice Minister and ACFIC CPC Secretary and Executive Vice Chairman Xu Lejiang urged the United Front Work Department and the Federations of Industry and Commerce to fulfil their duty of guiding entrepreneurs to firm up development confidence and in cultivating a fair and open business environment.

Xu made the remarks at the Private Enterprises Propel Liaoning Rejuvenation Symposium in the northeastern province on July 20.

According to Liaoning Deputy Governor Wang Dawei, steady economic progress has been made over the past two years with a warm-up in major economic indices, for example, a 2.1% GDP growth rate in April has reversed a -1.3% negative streak in the first three months this year.

He said the non-public sector contributed to 50.2% of Liaoning’s GDP, 30.9% of its export, 28.55% of its tax revenues, 58.5% of its labor force in the secondary and tertiary industries, and 69.1% of its fixed assets investment in 2016.

Private enterprises and individual merchants numbered 2.8028 million last year, with a rise of 10.1% over 2015, and a 94.4% dominance of the market volume. Over 30% growth was witnessed in the number of new private business start-ups in the first half of this year compared to the same period last year.

After listening to the speeches of 12 entrepreneurs, Xu noted that entrepreneurs must be fully aware of the great significance of the push by the CPC Central Committee and the State Council for a new round of rejuvenation of the Northeast Rust Belt, which was the cradle of industry of New China, the major Chinese industrial and agricultural base, and a key pillar of the national economic growth and modernization.

A series of policies and measures to bolster, assist and propel the Northeast rejuvenation and development have been formulated with marked effect, he added.

Xu urged entrepreneurs to study and utilize these business-friendly, well-targeted and highly feasible policies and measures, especially regarding the major projects, programs, policies and reform tasks outlined in the 10-year Rejuvenation Plan, to pursue their development opportunities and market space.

He also noted that further deepening the reform of state-owned enterprises and boosting their inherent vitality, market competitiveness and leading capacity is a major measure in the Rejuvenation Strategy, and he urged private enterprises to seize this opportunity to initiate the link and participate in mixed ownership reform through multiple methods.

He stressed that the United Front Work Department and FICs must encourage and guide private enterprises to speed up innovation of technology, products, management and business models to achieve structural upgrades and cultivate innovation-driven competitive edge.

Regarding business environment improvement, Xu underlined the importance of pushing for full policy implementation; building a close, clean business-government relationship; paving a wide-ranging and constantly-interactive government-business communication platform as well as a liaison mechanism between CPC Committees (and governments) and Chambers of Commerce (and enterprises); and getting down to the grassroots level of enterprises to learn about their difficulties, offer assistance and reflect their appeals to relevant authorities.
